A new spectral technique based on a cell averaged form of the equations is presented. Formulas for transforming between pointwise data at the collocation points and cell averaged quantities and vice versa are constructed. The stability of the methods is discussed for linear problems, and its applicability to nonlinear systems of equations is demonstrated by simulating the shock problem.
