For a Riemannian foliation on a Riemannian manifold with bundle-like metric one can define the Jacobi operator acting on sections of the normal bundle. In this paper geometric properties of Riemannian foliations for which the spectra of the Jacobi operator and the Laplace operator on functions coincide are discussed.
