The author considers spreads (partitions by lines) of a projective 3- space \(\mathbb{P}^ 3\) over a field that are unions of reguli with a fixed common line. This gives a generalization of a result of \textit{D. Betten} [Geom. Dedicata 2, 327-339 (1973; Zbl 0272.50028)] on 4-dimensional translation planes as well as a characterization of an elliptic congruence.
