The author completed this paper shortly before his death. He had no opportunity to read proofs before publication. Furthermore, he had no opportunity to supply the diagrams alluded to in the title. However, this programmatic piece is a valuable part of Castañeda's philosophical legacy. Indeed, its value lies in its programmatic character. In addition to dealing with some particular issues, he outlines the goals and methods of an action theory and, then, develops a statement of adequacy conditions for an action theory.
