[For Part I see Topology 27, No. 3, 323-352 (1988; Zbl 0699.32016).] The author's abstract: ``On a smooth variety \(X\) defined over a field \(K\) of characteristic zero, one defines characteristic classes of bundles with an integrable \(K\)-connection in a group lifting the Chow group, which map, when \(K\) is the field of complex numbers and \(X\) is proper, to Cheeger-Simons' secondary analytic invariants, compatibly with the cycle map in the Deligne cohomology''.
