The problem of zero-controllability of linear systems with control restraint set \(\Omega\) such that \(0\notin \text{int}\,\Omega\) is investigated. The role of rest-points in the controllability question is examined, and a theorem of \textit{R. F. Brammer} [SIAM J. Control 10, 339--353 (1972; Zbl 0242.93007)] is reproved using an elementary fixed point argument.
