The main result of this paper states that, over a valuation domain, a Butler module is completely decomposable iff it has balanced-projective dimension \(\leq 1\) iff it satisfies \(\operatorname {Bext}^2 (M,T)=0\) for all torsion modules \(T\) iff it has a certain kind of tight system [in the sense of \textit{L. Fuchs} and \textit{L. Salce}: ``Modules over valuation domains'' (1985; Zbl 0578.13004)] called axiom-\(3'\) family. The results extend works of \textit{L. Fuchs} and \textit{E. Monari-Martinez} [cf. Can. J. Math. 43, No. 1, 48-60 (1991; Zbl 0728.13001)].
