The paper describes a modification of the perfectly matched layer absorbing boundary conditions studied by \textit{J. P. Berenger} [J. Comput. Phys. 127, No. 2, 363--379 (1996; Zbl 0862.65080)] that allows it to be used in electromagnetic particle-in-cell (PIC) simulations where the primary power flow through the boundary is due to electromagnetic radiation. The modification attempts to diffuse the charge conservation errors associated with the removal of particles incident on the perfectly matched layer boundary to the outer boundary. The superior absorbing properties of the perfectly matched layer combined with the first-order correction for the treatment of particles may improve modeling of practical structures containing dispersive multi-mode propagation in the presence of particles. Two numerical examples are presented.
