A nonstationary dynamic stochastic object described by a difference equation whose parameters vary continuously without tending to any constant value is considered. The authors study the drift of parameters of polynomial, semiharmonic, exponential, and other types described by transition matrices, and design a new locally optimal control algorithm for essentially nonstationary objects that guarantees a higher control quality compared to existing algorithms.
