The paper deals with operators corresponding to systems of differential-difference equations of neutral type \[ F_i(t, u^{(m)}(t+ \theta\tau))= 0, \] where \(i=1,\dots, n\); \(m= 0,\dots,\mu\); \(\theta= -1,0,1\); \(\tau= \text{const}> 0\), \(u= (u_1,\dots, u_n)\), \(F_i\in\mathbb{C}\). The author finds necessary and sufficient conditions for potentiality with respect to classical bilinear forms.
