This paper is the second part of a series by the authors. In this part, dropping the condition of idempotency in the postulation of global fuzzy neighbourhood structures, the authors introduce global fuzzy neighbourhood prestructures. The relationship between global fuzzy neighbourhood structures and global fuzzy neighbourhood prestructures is analogous to that between topologies and pretopologies. Fuzzy topogeneous orders and fuzzy proximities are proved to be special cases of global fuzzy neighbourhood prestructures.
