Part I of the present paper was already reviewed [J. Math. Sci., New York 93, No. 3, 294-300 (1999); translation from Zap. Nauchn. Semin. POMI 228, 67-79 (1996; Zbl 0924.11041)]. Part II under review discusses the modifications which are necessary in order to prove the Selberg conjecture for \(\Gamma_0(q)\) and a quadratic character \(\chi\bmod q\).
