The paper considers both continuous time systems and discrete-time systems with delays in the state and in the control action. Under boundedness conditions on the delay and on the rate of change of the delay in the continuous-time case, the paper offers a linear \(H^\infty\) stabilizer based on linear matrix inequalities. Bounds on the rate of stability are provided. Two concrete examples are worked out.
