Necessary conditions of optimality associated with a locally Lipschitz cost functional are given in terms of generalized gradients. The characterization of the tangent cone to the set of constraints is presented. Some examples and potential applications to nonlinear programming models and nonlinear optimal control of partial differential equations are also discussed.
