We construct the natural holomorphic line bundle on the moduli space of stable parabolic bundles with fixed weights on a compact marked Riemann surface, which is the prequantum line bundle for the Chern-Simons gauge theory. This line bundle exists only when the weights assume special values. As a result the fusion rule in the Chern-Simons gauge theory can be regarded as a condition for the existence of this line bundle.
