The goal of this paper is to investigate the particle transport problem, which can be described by two conservation laws, corresponding to energy and energy flux conservation. The authors consider physical systems described by the conservation equations \(\partial_ t E+\partial_ i F^ i=C\), \(\partial_ t F^ j+ \partial_ i p^{ij}= C^ j\), where \(E\), \(F^ j\), \(p^{ij}\) are interpreted as energy density, energy flux and flux of energy-flux, respectively, and discuss the photon gas near thermal equilibrium, neutron transport phenomenon etc. described by this simple scheme.
