This paper deals with the condition numbers and the distribution of the \(B_ h\) singular values of the preconditioning operators. The results are extended to nonconforming finite elements. It is also shown that for quasiuniform grids the \(B_ h\) values are bounded below by positive constants which are independent of the grid size. Numerical experiments are presented.
