The author sets up a framework for local control systems in terms of Hopf algebras. He describes the notions input-output map, realization, controllability and observability in his setting. The main results of the paper concern realizations. In particular it is shown that a local control system always has a unique minimal realization. There are no examples and no attempt is made to interpret the results in terms of more traditional ways to view control systems.
