In \textit{J. L. Lions} [Perturbations singulières dans les problèmes aux limite et en control optimal (1973; Zbl 0268.49001)] weak solutions of singularly perturbed systems and variational inequalities were studied. For these systems, the problems of optimal control were investigated. For degenerate solutions, the results concerning the limit transition were obtained. However, the questions about the structure of asymptotic solutions for the problems of optimal control with constraints and the behavior of these solutions in the neighborhoods of some manifolds remained open. For the elliptic problems, these questions were studied by the author [Dokl. Akad. Nauk Ukr. 2, 70-74 (1992); Avtomatika 1992, No. 3, 59-66 (1992; Zbl 0789.49015)]. In this paper, we construct and justify the asymptotics of extremals of any degree of accuracy for one-dimensional parabolic problems with the complete limiting degeneration of a differential operator. In this case, the inner boundary layers are of elliptic type, which makes the class of problems under consideration similar to the elliptic optimal problems.
