    This is a paper on Stackelberg optimal control of a linear elliptic system with two punctual controls. The ``follower'' is optimal for some unconstrained linear quadratic optimal control problem, while the ``leader'' is the control of minimum norm whose state is in a certain ball of \(H^{-1}\). The author proves that the leading system is approximately controllable in \(H^{-1}\) and obtains the optimality system by a duality argument.
