We show that under certain conditions a 2-dimensional foliation or affine plane can be ``integrated'' to form an incidence structure which is a 2- dimensional affine plane or Laguerre plane, respectively. We characterize the 2-dimensional affine planes and Laguerre planes that arise in this manner.
