This paper deals with Euclidean quantum gauge theory over certain 2-dimensional compact surfaces with boundary. A ``Euclidean quantum field measure'' on the space of connections with given boundary holonomy is constructed and loop expectation values are calculated. A type of classical limit theorem for the ``quantum Yang Mills'' measure on the space of connections is proven.
