We study the initial-boundary value problem in Sobolev spaces for the system of equations describing the dynamics of plane vortex surface waves. We establish that the condition for time-local well-posedness coincides with a similar condition for the problem of vortex-free waves: the pressure gradient on the free surface must point inside the fluid.
