A theorem, solving a problem posed by A. V. Arkhangel'skij is presented: For a Tikhonov space \(X\) the following conditions are equivalent: (1) \(X\) is countable; (2) \(C_p(X)\) has a countable base; (3) \(C_p(X)\) is stratifiable; (4) \(C_p(X)\) is monotonically normal.
