Necessary and sufficient optimality conditions are obtained for a class of nonsmooth optimal control problems with fractional objective function, linear dynamics, and integrands and constraints involving convex functions and nonsmooth norm terms. Various parametric and nonparametric dual problems are given, and weak, strong, and strict converse duality theorems are proved, generalizing many existing results, including those involving square-roots of quadratic forms.
