Essentially the author defines two summability methods which he calls ``compressible'' and ``averageable'', and applies them to the Poisson summation formula. This allows him to treat functions which are not in \(L^1(\mathbb{R})\). However, the example he gives in fact reduces to the classical expansion of \(\text{cot}(\pi a)\) in partial fractions.
