Let \(R\) be a commutative ring with unit. The author proves that for each \(n\) there exist distinct \(Z\)-homology 3-spheres with the same \(R\)-valued finite type invariants of orders \(\leq n\). The theorem is proved by performing \(\pm 1\) surgery on an appropriate pair of knots.
