The author considers an elliptic second-order equation with holomorphic coefficients and with a strong degeneracy of the order on a hyperplane. He shows that the structure of solutions of the equation considered is similar to that of solutions of strongly degenerate ordinary differential equations. Under some assumptions, he proves, respectively, that the equation possesses a family of solutions regular at zero, or possesses two solution families.
