The author considers the problem of an electromagnetic field within a volume when there is a dissipative boundary condition of Schelkunoff-Graffi type, and when it is assumed that the terms \(\partial B/\partial t\) and \(\partial D/\partial t\) are negligible. He discusses the properties of a weak solution and proves that it is unique. The paper closes with a discussion of the case when the fields are periodic.
