A linear control system containing delays and perturbed by forced oscillations is considered. It is shown that a universal optimal regulator exists if \(k= \dim y\geq 1= \dim\varphi\) where \(y\) is the measured output and \(\varphi\) describes the forced oscillations. Two theorems including the case \(k<1\) are proved. The universal regulator is chosen from the minimization condition of an averaged functional.
