The author considers an infinitely long isotropic cylinder with radius \(a\), density \(\rho\) and shear modulus \(\mu\) on a Winkler foundation. The author proposes a solution to the problem of Pochhammer-Chree type for stationary torsion waves in the cylinder with boundary conditions of inertial layer type. He analyzes dispersion equation and frequency spectrum in the presence of pliable boundary.
