The paper is devoted to correct the definitions of admissible conditions, the exact solution of polynomial matrix description, and the proof of the controllability and reachability criteria presented in the publication mentioned in the title [\textit{G. F. Fragulis} and \textit{A. I. G. Vardulakis}, ibid. 14, No. 6, 787-815 (1995; Zbl 0841.93004)]. What is important, the criteria are not questioned.
