[For part I see the authors, ibid. 36, No. 1, 1-10 (1997; Zbl 0902.90165).] The paper presents the second part of a research project where the system approach has been applied to the problem of dynamic decision-making under uncertainty. The aim of the paper is not to study problems of dynamic decision-making under specific assumptions of concrete problems but to develop a methodology for structuring the decision making as a uniform problem for a wide class of conditions selected by the corresponding postulates. Three parts are distinguished in structuring: a base, a shell, and a solver. The base admits different variants of definition, which determine the constructions of the shell and the solver. The notion of completeness of the base is introduced and sufficient conditions for completeness are derived. The methodology developed is applied by considering variants of complete bases and methods of their completion under various conditions of uncertainty.
