    The authors study the wave field in a free elastic layer acted by nonstationary point sources. The attention is focused on the low-frequency part of the Fourier spectrum of the solution. The dispersion equation of the process is obtained in the so-called Lamb form, after that a detailed study of this equation is presented. Special results are given in the case when the layer is a plate-like medium. The results obtained provide the mathematical justification for the seismic modeling of earthquakes. The paper is rather a research memoir due to its volume and to the richness of its mathematical content.
