A discrete optimization problem related to the structural optimization is considered. An algorithm is proposed combining a heuristic technique (called ``relative difference quotient algorithm'') and a local search based on two definitions of a vicinity in cubic grid structure. A local optimization problem is reformulated as a problem of combinatorial optimization, and two examples of structural design are presented.
