This paper is centred on optimality of singular controls in nonlinear systems with aftereffects of neutral type. Second-order optimality conditions are obtained. The effectiveness of the basic result is demonstrated by way of example. For a special case of singular controls, an optimality condition of a higher order in a compact form is obtained.
