Linear, continuous-time, finite-dimensional control systems with time-varying parameters are considered. The concepts of local attainability and complete controllability are introduced and discussed. Using algebraic methods, necessary and sufficient conditions for uniform local attainability and uniform complete controllability are formulated and proved. Moreover, the relationships between these concepts are discussed and explained. The paper contains also some remarks and comments on controllability and attainability problems for linear control systems. Finally, it should be pointed out, that controllability problems for linear control systems have been discussed in the monograph [\textit{J. Klamka}, Controllability of dynamical systems (1991; Zbl 0732.93008)] and in the paper [\textit{J. Klamka}, ``Constrained approximate controllability'', IEEE Trans. Autom. Control 45, No. 9, 1745--1749 (2000; Zbl 0991.93013)].
