In the paper necessary and sufficient conditions are established for a bilinear symmetric form to be an inner product on a finite Abelian group. The authors determine a one-to-one correspondence between a factor set of ``quadratic functions with respect to affine functions'' on the group and some set of symmetric bilinear forms.
