Blind signatures were introduced in 1983 as a building block for an untraceable electronic cash system. Later on, the partial blindness property was proposed in order to deal with some practical problems in an electronic cash system. In the paper known partially blind signature schemes are first briefly reviewed. Then, a new user efficient partially blind signature scheme is proposed, and its security properties are thoroughly analyzed. Careful performance analysis shows that the new scheme is an improvement over the previously known partially blind signature schemes.
