The zero-pressure one dimensional gas dynamics equations are considered. It is observed that there exist measure-valued solutions that obey the Oleinik entropy inequality and the so-called the cohesion condition that prohibits initial separation of particles. The method of generalized characteristics is developed further to prove uniqueness of such solutions.
