This paper represents a completion of the investigations given in the first part (see [Linear Algebra Appl. 376, 19-44 (2004; see the following review Zbl 1047.22008)]). In it the authors return to the general geometry of the Siegel upper half spaces and the symplectic groups. They complete here results of \textit{E. Gottschling} [Math. Ann. 143, 111-149 (1961; Zbl 0099.28801)] and [Math. Ann. 143, 399-430 (1961; Zbl 0099.28802)] in that they give normal forms for the group elements and classify their fixed points.
