Phase transition in helium is accompanied with slow and fast processes which provide spatial coherence with the slot or the capillary scaling. Restructuring of viscous flow occurs at low frequency due to generation of flicker noise. Distribution over wave numbers presents something like Bose condensation with dispersion proportional to frequency.
