The first half of this paper is a straigtforward mathematical review of wavelets -- nothing new here. Section II needs more in depth discussion to make it useful. As is, it just searches the surfaces and is a generic treatment of ``wavelet'' ideas in the space \(L^2[-1,1]\). The remaining actions are applied to geo applications. I have no comments here. If more practical work could be done in sections 10--11, this would be a more useful paper.
