The author proposes a procedure for proving functional independence of the frequencies of a conditionally periodic motion in Liouville system with two degrees of freedom, when the bifurcation diagram has a cusp. The method is based on topological aspects of the dependence of frequencies on the constants in integrals. The author illustrates his method by an example.
