Based on three postulates, the author phenomenologically predicts the statistical structure of sheets distributed in a turbulent fluid. An explcit formula is derived for turbulent diffusivity in fully-developed isotropic turbulence. Then a macroscale scalar transfer predicted from this is fairly compared with the heat transfer across a grid-generated homogeneous turbulence in the presence of mean vertical temperature gradient.
