The title problem is solved by replacing the thick reinforced plate by a stratified medium consisting of two kinds of layers: homogeneous ones (concrete), and inhomogeneous ones (concrete and periodically distributed iron bars). The latter are homogenized in such a manner that the periodic elasticity coefficients of the original system are substituted by constant (anisotropic) coefficients. Some numerical results are reported.
