This paper is a detailed version of the note of the author [C. R. Acad. Sci., Paris, Sér. I, Math. 328, No. 8, 695-700 (1999; Zbl 0942.58021)]. The author estimates the number of critical points of closed 1-forms using a new cup-length notion for cohomology classes. He also suggests a Ljusternik-Schnirelman theory for closed 1-forms.
