Control with phase constraints are the most convenient and appropriate mathematical models for a number of important applications. In this paper a theorem for the possible types of solutions to a linear problem with phase constraints on the trajectory is proved. For this problem, a finite algorithm for constructing an optimal control under indeterminacy conditions is developed on the basis of the theoretical results obtained.
