This is an editorial note on the reprint of the translation of \textit{A. D. Sakharov}'s paper [Dokl. Akad. Nauk SSSR 170, No. 1, 70-71 (1967)] from Sov. Phys., Dokl. 12, 1040-1041 (1968). A brief biography of A. D. Sakharov is given based on Sakharov's Collected Scientific Works (published by Marcel Dekker, New York (1982), see also Zbl 0846.01024 for Sakharov's ``Scientific Papers'' (Russian), Moscow, Tsentrkom (1995) [further references are \textit{A. Sakharov}, Memoirs (A. Knopf Publ., New York (1990)), German translation: Mein Leben (R.
