\textit{W. Singhof} [Manuscr. Math. 29, 385-415 (1979; Zbl 0415.55001)] defined a special and useful filling of manifolds. In the paper under review the authors describe all closed connected oriented 3-manifolds which admit a Singhof filling with any number of solid tori. Namely, these manifolds are connected sums of Seifert fiber spaces.
